Nice one Dave, there are two approaches to this information, one is to the essential legal official contribution by authority, the other is

Compliments to the author Nick Ingram ACPO Police Working Group who gives full credit to those practical dog handlers who gave assistance to the project, and The Prime Minister himself who endorsed the project in the first instance, the reason being the dangerously poor quality of working police dogs, trainers and handlers and the size of the compensation bill for illegal dog bites.
